Bishop Tobin is 100% correct. It is great to see a Bishop defending Catholic teachings.Providence Bishop Thomas J. Tobin has forbidden Rep. Patrick J. Kennedy to receive the Roman Catholic sacrament of Holy Communion because of his advocacy of abortion rights, the Rhode Island Democrat said Friday.
“The bishop instructed me not to take Communion and said that he has instructed the diocesan priests not to give me Communion,” Kennedy said in a telephone interview.
Kennedy said the bishop had explained the penalty by telling him “that I am not a good practicing Catholic because of the positions that I’ve taken as a public official,” particularly on abortion. He declined to say when or how Bishop Tobin told him not to take the sacrament. And he declined to say whether he has obeyed the bishop’s injunction.
story here
From the Catechism:
2272 Formal cooperation in an abortion constitutes a grave offense. The Church attaches the canonical penalty of excommunication to this crime against human life. "A person who procures a completed abortion incurs excommunication latae sententiae," "by the very commission of the offense," and subject to the conditions provided by Canon Law. The Church does not thereby intend to restrict the scope of mercy. Rather, she makes clear the gravity of the crime committed, the irreparable harm done to the innocent who is put to death, as well as to the parents and the whole of society.

I got it up on my blog too.
I'm still feeling skeptical about this. This is Kennedy telling a story, not an official statement from the Bishop. If Bishop Tobin acknowledges this story, then I'm behind him 1000%, but I wouldn't be surprised if this were merely a Kennedy grandstanding act to generate some power pressure to the Church.
Pressure the church into what? At this point, there is nothing Kennedy needs from it.

Apparently, this has been issue since '07???
If the bishop did indeed instruct Kennedy not to receive I am happy! However, I would be even happier if Kennedy experienced conversion and became ProLife.
